The Central Government has prohibited banks and payment system providers from imposing any charges, directly or indirectly, on persons making or receiving payments through RuPay-powered debit cards and UPI for transactions up to ₹2,000, the Ministry of Finance said.
The provision is in accordance with Section 10A of the Payment and Settlement Systems Act, 2007 (51 of 2007). It bars banks and system providers from levying charges on either the payer or the recipient for eligible transactions.
The measure is aimed at ensuring that small-value digital payments through UPI and RuPay debit cards remain free of transaction charges for users and merchants, supporting wider adoption of digital payments across the country.
The Ministry of Finance reiterated that no direct or indirect charge can be imposed in violation of the statutory provision.
