Despite repeated protests for regularisation, Gujarat’s largest public hospitals continue to rely heavily on outsourced staff. Reports show that more than half the workforce at Ahmedabad Civil Hospital is contractual, with 75.47 crore spent on outsourced salaries in 2024-25.
Ahmedabad Civil employs 2,731 outsourced workers, including 113 administrative staff, 490 paramedical staff, 1,605 Class 4 workers, and 523 security personnel.
Surat Civil Hospital mirrors this trend with 1,220 outsourced staff—174 administrative, 220 paramedical, 620 Class 4, and 206 security and supervisory staff—at a cost of 33.60 crore in 2024-25.
The data underlines how outsourcing remains the backbone of hospital staffing, even as demands for permanency remain sidelined.
