RTO services blocked? Pay pending traffic fines first

Vehicle owners with unpaid traffic e-challans will no longer be able to access several RTO services until they clear their pending fines. The transport department has tightened enforcement by linking traffic challans with the RTO’s digital system.Now, even services related to a driving licence linked with a mobile number and Aadhaar will be checked for unpaid challans on any vehicle registered in the owner’s name.

The integrated system automatically verifies pending e-challans while processing services such as vehicle ownership transfer, address change in the Registration Certificate (RC), hypothecation removal and duplicate RC issuance. RTO officials also check for pending dues before approving applications. If fines remain unpaid, the application is sent back and processed only after the dues are cleared.

According to officials, around 50% of vehicle-related applications across Gujarat are currently delayed due to unpaid traffic fines. In Ahmedabad, the pendency rate is lower at around 35%, mainly because agents usually ensure challans are cleared before submitting applications.Most Aadhaar-authenticated applications are processed through the faceless system, meaning applicants do not need to visit the RTO office.

Since 2024, Gujarat has issued nearly 1.80 crore traffic challans. Between January 1 and July 31, 2026, more than 50.6 lakh e-challans were issued.Despite increased digital enforcement, officials say payment rates remain low. Nationally, 88.2 lakh traffic challans were issued in May this year, but over 75.21 lakh—more than 85%—were still unpaid.

Officials said many vehicle owners discover pending challans only when applying for an RTO service. Once informed, most clear the dues so their application can move forward.The state government is further strengthening the integration of transport and enforcement databases.

Once fully implemented, any RTO application linked to a vehicle with unpaid traffic challans will be automatically blocked until all outstanding fines are paid.
