5th report with 12 key recommendations suggests Digital Gujarat 2.0
The Gujarat Administrative Reforms Commission (GARC) has recommended creating a single digital platform for all government services under its “One State, One Portal” proposal, aimed at delivering “Government at the Doorstep of the Citizen.”
The fifth GARC report, containing 12 major recommendations, was presented to the Chief Minister on Wednesday. Aligned with the Prime Minister’s vision of citizen-centric governance through digital transformation, the report suggests a unified portal where citizens can access every service using a Single Sign-On (SSO) ID. It also proposes linking Aadhaar or DigiLocker to eliminate the need for repeatedly submitting personal information.
GARC chairman Dr. Hasmukh Adhia said the recommendations go beyond technology, introducing a culture of good governance that puts citizens at the centre.
Digital Gujarat 2.0
A key proposal is developing the Digital Gujarat 2.0 portal to create a fully digital workflow between the government and citizens. The system will feature real-time status updates, automatic extension of welfare schemes, and lifecycle-based guidance for eligible citizens. The goal is to promote transparency, efficiency, and a “Less Paper, More Facilities” approach.
Modernising Jan Seva Kendras
The report also calls for upgrading all Jan Seva Kendras (JSKs) with shorter waiting times, dedicated guidance desks, and a more citizen-friendly setup. It recommends empowering Village Computer Entrepreneurs (VCEs) in rural areas and improving urban service delivery through public-private partnerships (PPP).
