The Gujarat government has decided to replace the 7/12 land record for non-agricultural (NA) land with property cards. Once implemented, the property card will become the only official proof of ownership for such land.
The move is aimed at ending the problem of duplicate land records. At present, many NA properties are recorded in both the village 7/12 register and the city survey property card, often leading to mismatched information, legal disputes and delays in property sales.
The decision comes under a new Standard Operating Procedure (SOP) issued by the Revenue Department, bringing together earlier guidelines from the Settlement Commissioner and the Directorate of Land Records.
According to the SOP, every NA land survey number will first be linked to a property card before the 7/12 record is removed. Revenue officials will verify ownership details, land area and other information before approving the change.
District authorities have been asked to create property cards for lands that do not have one and correct mistakes in existing records using approved NA orders, sanctioned layout plans and other land documents. All changes will be made through Gujarat’s online land records system.
The SOP divides NA land into four categories. After verification, officials will match survey maps and land measurements before digitally finalising the records. Every property will also receive a unique property identification number.
Any existing mortgages, loans, legal claims or other rights mentioned in the 7/12 record will automatically be transferred to the new property card. After the property card is approved, the 7/12 record for that property will be discontinued.
The state government believes the new system will make property transactions easier, improve the accuracy of land records and remove duplicate entries. The Revenue Department has directed all collectors, mamlatdars and land record officials to implement the new SOP across Gujarat.
