Gandhinagar, March 18, 2026 — In a significant policy shift, the Gujarat government has proposed a Uniform Civil Code (UCC) that mandates the registration of live-in relationships. This draft law aims to regulate these unions by requiring couples to submit their relationship details to local registrars.
The bill defines a “live-in relationship” as a partnership between a man and woman living together in what resembles marriage. Under Clause 384, partners must register their union regardless of their residency status in Gujarat. Notably, even those living outside the state can register at their home jurisdiction if they are originally from Gujarat.
Once registered, the Registrar will conduct an inquiry to confirm compliance with legal requirements. The law places significant responsibility on local authorities: registrars must forward statements to police records for oversight and notify parents if one partner is under 21.
But not all partnerships qualify for registration. According to Clause 386, relationships are barred if partners are closely related by blood or marriage, if one is already married or partnered elsewhere, or if either partner is below legal age — under 18 years old.
This bill also outlines rights and protections for women and children involved in these unions. Any child born during such a relationship will be recognized legally as legitimate. Women deserted by partners can seek maintenance through courts akin to married women’s rights.
So how does a couple end their live-in arrangement? They’ll need to file a formal termination statement with the registrar. If disputes arise about this process—and especially concerning individuals underage—parents will be notified.
The legislation also introduces strict penalties: failing to register within one month could lead to up to three months in jail or fines up to ₹10,000; more severe penalties apply for giving false information or ignoring official notices regarding registration.
