Ahmedabad municipal commissioner M Thennarasan has issued comprehensive guidelines aimed at ensuring public safety. These measures, unveiled on Tuesday, include regular inspections and stringent enforcement procedures to curb unauthorized constructions.
Under the new guidelines, all public gathering buildings, including gaming zones, hospitals, multiplexes, educational institutions, auditoriums, banquet halls, coaching classes, malls, and restaurants, will undergo regular inspections after obtaining building use (BU) permission. An SOP has been introduced to guide officials during these inspections, focusing on identifying illegal construction activities and ensuring compliance with safety regulations.
AMC have been instructed to compile a detailed list of places where public gather in large numbers within the next three months. It will document if the building has BU permission and if any portion was constructed illegally after the nod was obtained. Buildings found with excessive unauthorized construction will face demolition, while premises lacking valid BU permissions will be vacated and sealed.
Buildings seeking to regularize illegal constructions will receive expedited processing under the new impact fees scheme, prioritizing their applications. Those eligible for BU permission but lacking it will be given a grace period of 14 days to comply, after which it will be vacated and sealed.
Regular inspections, mandated every six months for buildings with BU permission, will be conducted by ward inspectors. Any illegal construction has to be demolished immediately. The assistant town development officer will randomly inspect 20% of the buildings and the deputy TDO will have to inspect 10% of buildings, the SOP states.
Reports will be submitted to deputy municipal commissioners in the first week of every month and to the AMC chief in the second week.
