In a suo moto public interest writ filed by the High Court regarding the nuisance of ragging in higher education institutions, an important affidavit was presented by the additional director of medical education and resources, commissionerate of health.
It stated that under the National Medical Commission regulations, guidelines to curb the ragging incidents in the government medical colleges, GMERS (Gujarat Medical & Education Research Society), and corporation-run medical colleges, have been formed, and the necessary resolution has also been passed in this regard.
The High Court was told by the state government that now the regulations regarding the Medical Council of India (MCI), All India Council for Technical Education (AICTE), University Grants Commission (UGC) have been formed.
The high court then ordered to strictly enforce them in all the colleges and higher education institutes of Gujarat and in case of failure to implement, take legal action against the responsible officials.
In the suo moto petition on ragging, the government had clarified in a previous hearing that the rules regarding the regulation of UGC and AICTE were framed but the formation of rules under the MCI was still pending. Therefore, the high court had directed the state government to issue an overall resolution.
Pursuant to which, the state government informed the High Court on Apr 8 that now the rules along with the guidelines of MCI have also been framed.
The High Court strongly urged the government to take legal action against the responsible officer if there is any lapse in the implementation of these rules.
